Thousands of consumers had received so-called copyright letters in which the copyright holder or their representative alleged that a video or musical work had been distributed on the internet without permission through an internet connection in the consumer’s name. The copyright letter working group set up by the Ministry of Education and Culture investigated the procedures of requesting information, the applicable legislation, and the extent of monitoring through copyright infringement letters. The working group members included representatives of the copyright holders, the firms undertaking the monitoring of copyright enforcement by letter on behalf of the copyright holders, the Copyright Information and Anti-Piracy Centre (CIAPC), telecommunications operators and Electronic Frontier Finland ̶ Effi ry. The Consumer Ombudsman also participated in the work of the working group. The working group will publish its report in 2018.
