In 2017, there were 15 cases pending at the FCCA involving suspicion of public sector entity activities that compromise competitive neutrality. The investigation of several pending cases progressed to conclusion. For example, the processing of the case concerning the Finnish Border Guard’s helicopter-assisted emergency care flights was terminated in November 2017. The tasks undertaken by the Border Guard were part of the statutory cooperation between authorities that aimed to ensure the availability of helicopter-assisted emergency care flights in all circumstances. The operation is thus by nature non-commercial and does not fall within the scope of competitive neutrality regulations.
